The first national conference on "Housing Mobility as an Anti-Poverty Strategy" was held in 1994 in Washington, D.C. This volume contains the two principal conference papers as revised by the authors following discussion at the conference. The first paper deals with existing mobility programs and poses trenchant questions. The second maps the administrative environment within which mobility programs function and points the way to needed changes.
