International-Taxation Scholar Rosanne Altshuler to Become Co-Director of the Urban-Brookings Tax Policy Center

WASHINGTON, D.C., September 11, 2008—Rosanne Altshuler, a Rutgers University economist specializing in international taxation and the former senior staff economist for President George W. Bush's Advisory Panel on Federal Tax Reform, will become codirector of the Urban-Brookings Tax Policy Center in January and a principal research associate at the Urban Institute.

The Tax Policy Center (www.taxpolicycenter.org), a joint project of the Urban Institute and the Brookings Institution, is the nation's leading source of timely, accessible, and nonpartisan analysis of tax issues. Its publications range from detailed reports on the presidential candidates' tax plans and tables estimating tax proposals' revenue and distributional effects to The Tax Policy Briefing Book: A Citizens' Guide for the 2008 Election and Beyond and the TaxVox blog.

An economics professor at New Jersey's Rutgers University since 1992, Altshuler was the top staff economist on President Bush's tax reform panel in 2005 and served as a special adviser to Congress's Joint Committee on Taxation in 2004. She was on Columbia University's economics faculty from 1987 to 1992.

The author of numerous influential articles on how taxes affect multinational corporations' investment and location decisions, Altshuler was editor of National Tax Journal from 2001 to 2007. She is a member of the Internal Revenue Service's Statistics of Income Advisory Panel and an international research fellow at the Oxford University Centre for Business Taxation. Altshuler was an adviser to the Senate Finance Committee's International Tax Working Group and a faculty research fellow at the National Bureau of Economic Research.

Altshuler earned her doctorate in economics from the University of Pennsylvania, where her "Essays on Dynamic Issues in Corporate Taxation" won the National Tax Association's Outstanding Doctoral Dissertation Award in 1988. Two decades later, she was honored with NTA's 2007 Outstanding Service Award. In 2000, she won a Rutgers University award recognizing her contributions to undergraduate education.

Altshuler joins Leonard Burman, the Tax Policy Center's director and a senior fellow at the Urban Institute, and William Gale, a center codirector and a vice president and director of economic studies at the Brookings Institution, in the Tax Policy Center's leadership.
