Statement Before the National Commission on Economic Growth and Tax Reform

Urban Institute Senior Fellow C. Eugene Steuerle addressed the National Commission on Economic Growth and Tax Reform on July 26, 1995. His statement summarizes some of the issues in the tax reform debate. He discusses the multiplicity of separable issues and goals, and invites the commission to give attention to the tax system of poor and moderate income households. He explains the relationship among tax rates, distribution of burdens and the tax base, and urges a package of simplification which can attract widespread and bipartisan support.
